I think this sentence is true because when you judge people by their look, you are very likely to make a mistake. Some people look shy and unfriendly but later on they appear to be very loyal and devoted friends. Someone may also look bored just because of a pain or worse day, but in fact such a person may be really interested in what you're saying. For example, my friend two days ago looked bored but she had a toothache. Some believe that eyes tell the truth but it's not always suitable to look at someone's eyes for long to check if they tell the truth or not.
