Because of the dog I assume that she must have been talking for a while. She's most likely a student enjoying a privilege of wearing whatever she wants.

He's looking on the left so it must be something interesting or funny for him. Maybe it's his girlfriend who he's smiling to. He's wearing casual but neat clothes.
